The Sangguniang Panlalawigan, as the Legislative Body of the Province, is tasked on enacting ordinances, approve resolutions and appropriate funds for the general welfare of the Province and its inhabitants pursuant to Section 16 of the Local Government Code of 1991 in the proper exercise of the corporate powers of the Province as provided for under Section 22 of the said Code, and shall:

(1) Approve ordinances and pass resolutions necessary for an efficient and effective Provincial Government;

(2) Generate and maximize the use of resources and revenues for the development plans, program, objectives and priorities of the Province with particular attention to agro-industrial development and country-wide growth and progress;

(3) Adopt measures to enhance the full implementation of the national agrarian reform program;

(4) Grant franchise, approve the issuance of permits and licenses, or enact ordinances levying taxes, fees and charges;

(5) Approve ordinances which shall ensure the efficient and effective delivery of basic services and facilities; and,

(6) Exercise other powers and functions as may be prescribed by law or ordinance.

The Sangguniang Panlalawigan is composed of the Provincial Vice Governor as its Presiding Officer, the regular Sangguniang Members elected from the two (2) districts, the ex-officio members, namely; the President of the Provincial Chapter of the Liga ng mga Barangay (LnB), the President of the Panlalawigang Pederasyon ng mga Sangguniang Kabataan (SKF), the President of the Provincial Federation of Sangguniang Members of the Municipalities (PCL), and the Sectoral Indigenous Peoples Mandatory Representative (IPMR).
